By Resolution No. 2793 of June 6, 2016, adopted by the Presidium of the Higher Attestation Commission under the Cabinet of Ministers of the Republic of Uzbekistan, the procedure for awarding the academic titles of Professor and Associate Professor has been approved. This regulatory legal act establishes unified mechanisms for awarding academic titles to highly qualified specialists who effectively carry out their activities in higher educational institutions and scientific organizations.

Procedure for Awarding the Academic Title of Professor

The academic title of Professor is awarded to specialists who have achieved high scientific and pedagogical results in the field of higher education and science. As a rule, an applicant must hold the academic degree of Doctor of Sciences (DSc) and the academic title of Associate Professor.

As an exception, the academic title of Professor may be awarded to specialists without an academic degree who have demonstrated successful professional activity in educational institutions in the fields of culture, arts, architecture, physical education and sports, provided that they meet the general and specific requirements.

An applicant for the academic title of Professor must have at least 10 years of scientific and pedagogical experience, including no less than 5 years of teaching experience. In addition, the applicant must have worked for at least one academic year in managerial or pedagogical positions such as Head of Department, Professor, or Acting Professor.

The applicant’s academic supervision activities are an important criterion. The applicant must have trained specialists who have obtained academic degrees, as well as supervised final qualification works of master’s and bachelor’s degree students.

Furthermore, after defending a dissertation, the applicant must have published scientific articles in academic journals and be the author of textbooks, teaching manuals, or monographs used in the educational process. These indicators confirm the effectiveness of the applicant’s scientific and pedagogical activities.

Procedure for Awarding the Academic Title of Associate Professor

The academic title of Associate Professor is awarded to specialists who consistently and effectively carry out scientific research and teaching activities. An individual applying for this title must meet the established requirements.

In particular, the applicant must hold an academic degree of Doctor of Sciences (DSc) or Doctor of Philosophy (PhD). This requirement indicates the applicant’s ability to conduct independent scientific research.

In addition, a candidate for the academic title of Associate Professor must have at least five years of scientific and pedagogical experience, including no less than three years of teaching experience. This requirement ensures that the applicant has sufficient practical experience in the educational process.

An applicant for the academic title of Associate Professor must have carried out pedagogical activities for at least one academic year in the position of Associate Professor, Senior Lecturer, or as a member of the department’s management. This reflects the applicant’s active participation in the higher education system.

As a result of scientific activity, after defending a dissertation, the applicant must have published the required number of scientific articles in academic journals and must also have published учебные или учебно-методические пособия teaching or methodological manuals.

Furthermore, providing academic supervision to master’s and bachelor’s degree students is considered an important requirement for awarding the academic title of Associate Professor.

As an exception, the academic title of Associate Professor may also be awarded to highly qualified specialists who do not hold an academic degree (with the exception of specialties in the theory and history of culture and art), provided that they meet the general and specific requirements set forth in the Regulation.
